Rear Fan Problem

Only found one other post regarding this issue and the solution didn't help. The Blue LEDS light up but the fan does not spin. I have tried multiple power connectors and no change. I noticed one time I booted up it moved slightly as if it was trying to spin.
Anybody else had this problem? Is it possible the fan is defective?

maybe use your hands to spin it and see if it spins freely if it does try it when its turned on to maybe jumpstart it if that doesnt work then i dont know most likely a bad fan

I tried spinning it with my hand and nothing happened.

the motor on the fan has shorted out, and the leds are still getting power.
i dont know. thats my best guess lol
